Blame the victim
This is a mail I got from my colleague and I am nauseated by it.
I consider myself to be prude but what this says is revolting to say the least .
Attached were photos, I do not have the taste to post them online, but they were gory (Yes I do not like the sight of blood, so what)

Call me narrow-minded or old-fashioned, but it is better toknow the limits of our society and behave accordingly.In one of the books that I happen to readviz..Godsdebris, the author has indicated that inorder to lead a happy and a safe life, it is better toact within the cone of probability. In this case, thevictim has acted against probability by firstly, being careless and secondly, wearing such provoking attireand going out at 1 A.M.....this should be an eyeopener to all the parents who have some misdiredtedsouls as their daughters and also to all those moronswho think that wearing less clothes and beingfoolishly bold is a measure of modernity...Well, onelady has paid the price...atleast, be careful from now on... That bastard driver will be hanged but Prathiba will never come back..."
This should be a lesson to all those who blame-the -rape -victim for immodesty.
I undestand that Banglore is considered as a safe city, however considering it's rapid expansion which more or less seems inevitable, it will be better to think of solutions, instead of blaming outsider/immodesty and such .

Given that your vacation has started, may be I am too late in posting this somewhat long comment.
I think your friend is proposing partial solutions to parents, which is quite okay to do. I don't get your point as to why that is a lesson to all those who blame the rape victim for immodesty.
Nevertheless I am not sure if a girl dressing conservatively automatically decreases her chances of being assaulted. Because if what I have read is correct, girls who dress conservatively are attacked as much or even more than those who don't.
However I think dress does have an effect on the issue - statistically - since dress manipulates the hormone levels of the average male in the street. Grils who dress provocatively are likely to be more ( "modern" and hence ) educated and aware of such issues and might take more care to protect, so that the effect of the increased male-hormone-levels will be on the less privileged more modest girls. Thus the effect of the dress is statistical on the reaction of the male population ( I am not trying to justify the rapes but am merely trying to sketch what I feel is a possible sequence of causality ).
Let us consider some of the partial solutions that come to mind :
(1). Improve law and order and improve the court mechanism, to the extent possible to see to it that perpetrators are punished.
(2). Improve economy by globalisation or whatever means, and point (1) will follow.
(3). Do whatever can be done in education/awareness.
(4). Impose moral code.
I don't see how (4) is less feasible, even considering rapid expansion, than the other three ( as solutions in the not-so-long-term ).

i understand the need for safeguard, being from North india i know that if anyone (esp. female)ventures late night, it does call for extra precaution.
But the problem within this "Partial Solution" is that it is meaningless and more than that indulges in blame shifting rather than "solving" anything.
i agree when you argue from point of statistics however that tone and tenor of the message i quoted was extremely offensive. What is more as you yourself said that dressing conservatilvely is not neccessarily a guarantee against such gruesome attack. Then blaming everything on immodesty is some what perverted as well as dangeros
