The curious case of Mulford

So, why did Mulford queer the pitch, when everything was supposed to be headed in right direction.

Was it ol' good cop-bad cop routine ?

It is unlikely, as for all purposes India was going to vote against Iran, at any rate, despite portestations of our comrades ?

What I think is it was a deliberate attempt to deflate India, either this or Mulford is a gasbag like Natwar Singh or India was rethinking about its stance.
