Question is when will Mumbai Airport be like Changi Airport ?

Short Answer : In good time.

Short Answer (but little longer) : When the airports are privatized.

So Why are the airports not privatized ?

Not the complete truth, while Left is most vociferous in their opposition to any privatization owing to their intellectual hypocrisy, the other part that is not recognized is the fact there is a big disincentives for politician of any hue to do this. Reason the public sector is more or less, fiefdom of politicians. Loss of lucrative public sector will mean a loss of status , loss of influence and a big loss of money. So this task (of privatization ) is not going to be pleasant.

I can only wish that someone grasps the nettle.
