1. In real life, are there any scenarios where there is a clear cut difference between problem of collective action, and problem of free loading ?

2. When Indian bloggers say, "Institutions matter", do they realize, what they are talking about ?
This is not a rhetorical question as a) I myself didn't know what it meant and b) let's face it Indian blogdom is full of buffoons like this.
